Lockout devices are clearly necessary to comply with OSHA's 29 CFR 1910.147, but they are not sufficient. Accessories must be used in addition to those devices, such as tags to identify the employee who is applying the device, and padlocks to ensure that Lockout Devices can only be removed by the employee who applied them.
